KP Govt Proposes 10% Additional Duty for NCP Vehicle Registration

In a significant move to regulate non-customs-paid (NCP) and non-duty-paid (NDP) vehicles, the Khyber Pakhtunkhwa government has put forth a proposal to the federal government, aiming to register these vehicles with an additional 10% duty.

This initiative is expected to curtail the illegal movement of such vehicles, particularly in the former FATA and PATA regions, ensuring that they no longer operate unregistered in any part of the province.

The proposed scheme, once implemented, will prohibit the use of any NCP or NDP vehicles across the region.

Following the directives of the Apex Committee, the Excise and Taxation Department, in collaboration with the police, has profiled over 211,000 NCP and NDP vehicles in the Malakand Division and the former tribal areas.

These vehicles are now recommended for regularization under the new scheme.

The provincial government’s suggestions include allowing registered bargain dealers to facilitate vehicle registration by levying a 10% additional duty.

Vehicle owners will be granted a five-year period to sell their vehicles, with the process also considering the filer and non-filer status of the owners.

Proposed Duty and Registration Fees

The proposal outlines specific duties and registration fees based on vehicle engine capacity:

  • 800cc Vehicles: Filers to pay PKR 100,000; Non-filers PKR 150,000; Registration fee PKR 15,000.
  • 801cc to 1000cc Vehicles: Filers PKR 200,000; Non-filers PKR 300,000; Registration fee PKR 20,000.
  • 1001cc to 1300cc Vehicles: Filers PKR 250,000; Non-filers PKR 350,000; Registration fee PKR 30,000.
  • 2001cc to 2500cc Vehicles: Filers PKR 550,000; Non-filers PKR 800,000; Registration fee PKR 100,000.
  • Above 2500cc Vehicles: Filers PKR 700,000; Non-filers PKR 1,000,000; Registration fee PKR 200,000.

Provincial Minister for Excise and Taxation, Khaleeq-ur-Rehman, confirmed the submission of these proposals to the federal government, expressing his support for the initiative.

He emphasized that this would resolve the longstanding issue of NCP and NDP vehicles once and for all, ensuring that such vehicles will no longer exist in the region.
